Foreign Firms to Run Warri, Port Harcourt Refineries

Two Chinese firms are set to restart and operate the Warri and Port Harcourt refineries after a memorandum was signed by the firms and the Nigerian National Petroleum Company Limited (NNPC Ltd).
The MoU was signed in China on April 30, 2026, by NNPC’s Group Chief Executive Officer, Bashir Bayo Ojulari, alongside the Chairman of Sanjiang Chemical Company, Guan Jianzhong, and the Chairman of Xingcheng Industrial Park Operation and Management Co. Ltd, Bill Bi, for the expansion and operation of the refineries.
According to a statement from NNPC’s Chief Corporate Communications Officer, Andy Odey, on Monday, the deal is expected to pave the way for a Technical Equity Partnership (TEP) aimed at completing ongoing rehabilitation works and ensuring efficient operations of the refineries.
Ojulari disclosed that the Sanjiang Chemical Company Limited and Xingcheng (Fuzhou) Industrial Park Operation and Management Co. Ltd. is a major milestone after months of negotiations.
