The House of Representatives on Thursday passed for second reading a bill seeking to establish the National Authority for Renewable Energy to coordinate the regulation, development, and promotion of green energy across Nigeria.
The proposed legislation, titled the Electricity Act (Amendment) Bill, 2025, is sponsored by the lawmaker representing Ogbaru Federal Constituency, Anambra State, Afam Ogene, who also serves as the Chairman of the House Committee on Renewable Energy.
Leading the debate on the floor of the House, Ogene explained that the bill aims to address existing institutional overlaps by transferring renewable energy functions currently fragmented among the Nigerian Electricity Regulatory Commission (NERC), the Rural Electrification Agency (REA), and the Rural Electrification Fund to the new specialized agency.
He argued that consolidating regulatory and developmental mandates under a single dedicated body would eliminate bureaucratic duplication, streamline sector coordination, and accelerate green energy investments nationwide.
